Zero entry in the SAM

In the Aggregate IxC SAM matrix there is a zero entry in the upper left cell (1000.1000). Shouldnt this cell summarize the intermediate industry demands in the technical requirements matrix?

  In an Industry by Commodity SAM, Industries purchase commodities to product their goods and services. Industries do not buy from other industries. That is why there is a 0 entry there. If this where an Industry by Industry SAM, there would be a value there.
