industry by industry regional transactions

I seem to be getting different parts of the SAM from different regions when I download this report. For example, Monterey County CA or the U.S. do not show links for 5001 and 6001 but they do show up when I download the same file for White Pine County NV. Am I seeing correctly? Any reason for this?

    That report only shows regional industry purchases. Its not a SAM report. I have those sectors showing at the bottom of the report for the region I looked at.
