Transfers to Househols in the SAM
Households in the SAM receive transfer payments from Federal and State/Local governments. How are payments classified in the SAM that originate from Federal sources, transfered to states, and finally administered to households through county social services? Are these displayed in the SAM as Federal transfers (based on origin of the dollars) or State/Local transfers (based on delivery of the dollars) to Households? Some source data, such as REIS table C35, do not always distinguish between government sources, such as for supplemental security income (SSI) benefits.

Federal grants to states are 11001 payments to 12001. In IMPLAN there is a transfer from state and local gov to enterprise to subsidize the non-profits. In the more current I-O technology, Non-profits are treated as an institution with its production function as a final demand and the subsidy is a more direct transfer. The services they provide are then "bought" by households. Direct state subsidies to households are a transfer by state and local to households. -
Let me rephrase the question: In the SAM, do Federal transfers to households include only those dollars sent directly to households, or do they also include dollars transfered first to states as an intermediary and then ultimately transfered to households? Social Security payments would be an example of the first, SSI payments would be an example of the second. Said differently, do SSI payments (as an example) show in the SAM once -- as transfers from the Federal govt to households -- or twice - first as transfers from the Federal govt to states and second as transfers from states to households? -
My impression (reading this: [url=http://www.dhs.wisconsin.gov/ssi/benefits.htm]link[/url]) is that the Federal SSI and State SSI payments are separate programs. This BEA table ([url=http://www.bea.gov/national/nipaweb/nipa_underlying/TableView.asp?SelectedTable=27&FirstYear=2009&LastYear=2010&Freq=Qtr&ViewSeries=N]link[/url]) shows the grants to states - much of it is "earmarked" - my guess is if the Feds are subsidizing state SSI then it is a transfer first to states. I could not find it specifically in the NIPA documents (www.bea.gov).
