Treatment of rental payment to government
I am developing a model for a museum that pays a ground rent to the local city government. We are using the museum's operating budget as the basis for our analysis. Can I include the rental payment to the government? If so, what sector would I classify the payment as?

You could assume that the rent will be used for general government operation. Since general government is an institution, the institution would need to be imported and the money spent through it spending pattern -ie, set the activity level equal to the new revenue. Setup Activities>Acitivity Options>Import>Institution Spending Pattern - then choose State & Local Gov Non-ed.0
