    Software updates are independent of data changes. If you got an e-mail regarding data updates, you will need to redownload the data through the software under Help>Download data order.

    Ok. Would the software shipped in the appliance that I received last week have included the new payroll tax rates since these were only recently passed by Congress? I want to be sure how I interpret these findings.

    The 2009 data set will reflect the historical data for 2009. Individual state tax data come from the taxes shown in the Annual Survey of Government Finances and REIS regional tax data. All counties and states are controlled to the 2009 National BEA NIPA numbers for tax collections. There are no tax "rates" in the data sets but rather a distribution of taxes collected through the IBT, Employee Compensation, Profits, etc. from the social accounts as reflected in the underlying data sources. For a complete discussion of taxes in IMPLAN see: http://implan.com/V4/index.php?option=com_docman&task=doc_download&gid=135&Itemid=7 So no, the Payroll tax changes for 2011 will not be reflected in the 2009 data sets (but then again, the changes when the Bush tax rates expired in 2010 were not incorporated either, so we are actually back to where we were in 2009).
