Employment Data in IMPLAN

Are the employment data (both the county level and zip code level data) in IMPLAN by place of work or by place of residence? Thanks

  Employment, by definition, is by place of work. However, the BEA data we use for proprietors relies on IRS reports of self-employment, which is by place of residence. So in sectors dominated by proprietors, such as oil and gas, it can be challenging to untangle the two.
