Multi-year question
I have been asked to look back at the effect of base realignment (BRAC) in our local community. When BRAC began in 2006, the army provided information about the number of troops, construction spending, contractors, etc. An impact study was done at that time using those numbers. Since then the army has continually revised its numbers almost annually until BRAC ended in 2011. My client would like me to go back and assess the impact given the actual historical numbers from 2006-2011.
I currently have IMPLAN 3 with 2007 and 2008 data. Do you think that I would need to run a separate model for each year using that year's data file and that year's actual numbers from the army?

We suggest using the 2008 model and setting the Event Year for each year's expenditures to the year in which those expenditures took place. IMPLAN's built-in deflators will then convert those expenditures to 2008 dollars before applying them to the multipliers. Note: the Event Year needs to be changed before you enter any values. Then, when viewing the results, you can change the Dollar Year for View to whichever year you'd like (e.g., 2012). You can create an Activity for each year's expenditures and then run them all as a single Scenario or you can run each year's expenditures as a separate Scenario. If you run them as separate Scenarios, you will want to be sure that the scenario results are all in the same Dollar Year for View before summing them.
