Changing Tax Impact Summary
Hello,
I am running a Multi-Region Analysis for three counties in Montana. For some reason my tax impact summary keeps changing when I click between counties. For example, the first time I check the total indirect state and local tax on production and imports is $709,781,but when I return to this page the value is $45,206. It does this for all counties and all tax breakdowns.
Please help. I am not sure which values to use.
Thanks so much.

IMPLAN SupportHi Janna, We are terribly sorry that you are running into this issue. From your Help> About menu are you running Version 3.0.17.2, 3.1.1001.12 or some other version? Since we haven't seen this error and aren't able to duplicate it locally at this time, we are hoping to get a little more information. It sounds like you are navigating properly between the screens, but just to ensure we are understanding, when you click onto the county name where the Direct impact is occurring you are seeing an initial value of $709.8k then you click on the second county in the list to get a new tax impact report relative to that county, and when you click back onto the first region and it is highlighted in blue in the "Model's Included" window the tax impact is reduced by about half? One reason that we want to check is that you will get tax impact reports for all the linked regions, and we just want to ensure that you are looking each time at the same report. Another question is, that we want to be sure that you have not inter-linked your models. Interlinking occurs in the following Scenario: We need to see impacts of Direct Effects in each of 3 counties (Baca, Anoka, El Paso), but we also want to know how these effects affect the other linked regions. So I create 3 Models start Direct impacts in all 3 and link them up to one another. Instead what I need to do is create 9 Models (3 sets of 3) where Baca1 is linked to Anoka1 and El Paso1 and only Baca has Direct impacts. The second set would be Anoka2 linked to Baca2 and El Paso2 where Anoka is the only Direct, and the third set is El Paso3 linked to Baca3 and Anoka3, where El Paso is the only Direct effect. Please let us know if any of these solutions seem to address you problem, or if we are not understanding your issue. Thanks!0

Hello- I am running 3.1.1001.12. I believe we are on the same page about what I am looking at. I have attached a screen shot of the different results side by side. Each time Rosebud County is highlighted and I am looking at indirect tax effects. I only have direct impacts in Rosebud County, so I only ran a direct scenario in Rosebud, but linked it to Big Horn and Treasure- where there were where only indirect and induced impacts. Thanks!0

IMPLAN SupportHi Janna. Based on your Forum Post and your screen caption of the indirect tax impacts in your model, the results appear to be correct. As you know, MRIO expands the backward supply linkages beyond the boundaries of a single-region Study Area to other regions in the state or across multiple states if that is what you want. With MRIO Analysis, you only get indirect and induced effects in the linked models which is what you said. We did not see a specific question from your post. Is there a specific question that we can help you with?0

Hi, Thanks for your help. Let me try and clarify my question. Why did my results change? My screenshot shows two different results for tax impacts in for Rosebud County at various times. I had not changed anything in my model, I had just clicked between the counties and when I returned to the same indirect tax impacts for Rosebud, the numbers are different. I am unsure which numbers I should be using... Thanks, sorry this is confusing. I just can't seem to get consistent numbers!0

IMPLAN SupportHi Janna. Thanks for clarifying your earlier Forum Post. We understand what you are asking. However, the screen caption that you sent is not large enough for use to visually see the difference in the two tax reports. So we model a large impact in a particular sector in a target state and then linked it to two other states for a three-state linked model. We then navigated to the tax impact report and performed several queries on Total, Direct, Indirect, and Induced tax results between the different regions. Whenever you click on a different region, the model defaults to the “View by: Total” window and not the window that you were on before changing to another region in the model. When you switch to another region, please make sure that the View by window is showing the selection you want. From our experience, you have to re-select the “view by” topic every time you change to a new region (the model defaults to the View by: Total” tax impact results. This may be what is happening in your case. Please try this and let us know if you are still seeing the changes you described in your earlier posts.0

Hello, Sorry, I didn't realize the screenshot was too small. Yes, I am still having the same issue. For example, when I open the model and view the tax impacts in Rosebud county it will display $207,800 in Direct total state and local tax on employee compensation and $16,248 indirect and $12,709 induced. Then I switch to another county. When I come back to to look at Rosebud it suddenly says there are no direct tax impacts, $768 total state/local indirect taxes on employee compensation, and $64 induced. These are not the only combinations of results I get and they change constantly. Thanks for your help.0

IMPLAN SupportHi Janna. We apologize that you continue to have this issue. We want to resolve this issue to your satisfaction. Would it be possible for you to share with us the name of the counties, state, and year you are working? Also, if you could share the name/number of the sectors you are impacting and by how much in each of the three counties. And finally, please tell us what type of activity change you are using. For example, Industry Change, Industry Spending Pattern, Institution Change, etc. We apologize for the request for information but this may help lead to an explanation or solution to this problem. Finally, please share any additional information that you might have and would feel comfortable in sharing with us in addressing this problem. We hope that we can figure out why you are getting these results.0

Hello, Is there any way I can share this information without using the public forum? Thanks, Janna0

IMPLAN SupportHi Janna, Would you be willing to send us the Models you are working with. We think at this point that might be the best resolution to allow us to get a firm idea of what you are really seeing and to keep your information confidential for you. If you are willing to email us your Models, please zip them up into individual emails (due to their large size) and send them to implangroup@gmail.com or please call give us a call on Thursday (I apologize we are out of the office on Wednesday) and we can set up a manual download session via logmein to bring your Models down to where we can see them and see if we can duplicate your issue. If you do email them, if you can please confirm that you have done this with us here on the forum, that would be appreciated. This allows us to know to expect them, and helps us to let you know more promptly if something happens and we don't receive the Models.0
