Employment estimate
I am estimating the economic impact of a public University on the local economy. I have data for the university total budget. When I use the appropriate (state and local educational) institutional spending model and plug in the operational budget figures, I get the direct employment number of 2,100 but the actual university employment is 980. How do I reconcile these numbers.

IMPLAN SupportHello Inder. Just as quick suggestions of setting up the analysis, you may want to use Sector 392,Private junior colleges, colleges, universities, and professional schools. If you do, you should zero out the Proprietor Income (PI) and Taxes on Production and Imports (TOPI). With this sector, you are using the private college to proxy a public institution. This is why you delete out the PI and TOPI because public entities don't make a profit nor do they pay taxes. You can add PI into Other Property Income (OPI) to keep the value added contribution the same. Thanks! I had used the above referenced case as my guide to estimate the state supported university economic impact. My problem is that when the Dean looked at the direct employment number of 2,100, he advised me that the university actual employment is 988. How do we explain to him this difference in employment numbers?0
