Can't download data - File Not Available

When I attempt to download an order of state data, I get an error telling me that the file could not be downloaded and I should contact support. The same happens for every state in the order, but the "Journey to Work" data for each state seems to download fine, every time. After trolling the forums and FAQs, there does not seem to be a quick fix posted. I know the data has been downloaded before, so initially I thought I had reached the limit, however, there seems to be an error message specifically for this problem which is distinct from the one which I am receiving. Additionally, I believe I am below the limit. Here is a jpeg of the error message.
