Interpreting TOPI estimates
Hello,
I am running an analysis of a downtown redevelopment. The City is interested in knowing the tax impacts of the project in order to justify public involvement in the project. I would like to report only those line items that would be received by the county or city - which in the state of North Carolina would be primarily property tax and sales tax. My question regards interpreting the TOPI taxes: are TOPI taxes received within the study area (ie a tax levied by the locality on goods imported to the area)? Or are these taxes on imported products that are paid to the locality of origin?

In response to your Forum Post about Taxes on Production and Imports (TOPI), they include the following taxes: sales, real estate property commercial and residential, motor vehicle, severance\resource taxes, business license and stamp taxes, fines, park fees and donated funds and permits, excise and gross receipts taxes as well. The report clearly identifies property and sales taxes, which are of interest to you. The tax impact report that IMPLAN generates combines state and local taxes, with local being your study region (county or city). In its current format, the only way to get an estimate of the local taxes would be to derive the county’s share of these taxes as a percent of the state and use those values to split out the state and local tax report in use the county’s shares of the two taxes in question. The category is tax on Production and Imports. If this has nothing to do with imported factors of production or inventories. The whole title is "Taxes on production and imports net of government subsidies" and it is taken directly from the BEA's label. We hope this answers your questions.0
