In terms of construction impacts, in order to understand what County level jobs are supported by construction of a project, does the construction cost input need to only include the amount of the construction cost estimated to be attributable/spent within the County? The reason I am asking is because much of the construction costs, for a hotel for example, are spent for construction hard goods in other states or other countries and those jobs would not be created/supported at the County-level.

  • Hi Tom, Thank you for your post. The construction cost input needs to be the entire input amount and not just the portion that is being spent in the county. The software by design, knows what is leaked out of the region and will take that into account when your input is entered. If you were then to reduce your input amount to account for only the portion that was spent in the region, the Software will still remove the amount that is leaked out of the region. You may want to think about increasing the size of the counties that your model is built on so that you can capture more of the spending; so that the spending is not leaked out of the region. When modeling construction impacts, it is also important to keep in mind Capital Expenditures. Thanks.
