Battelle Economic impact of the Human Genome Proje

I am working on something similar to the subject study. The methodology given in the study lacks details. I understand that Doug Olson was the adviser on this study. What I need to know specifically is: For the impacts shown in table 4 was the total funding number (constant 2010 $) from table 1 used (appropriately distributed to the sectors identified in table 2) and the model year and the event year set to 2003?
