Non-local Emergency Labor
I am looking for information on how to treat an influx of non-local emergency labor. I know the expenditures that where made, and in what sectors. i understand that per-diems need to be taken into account as well. The one thing I don’t know is how to treat all of the visiting responders to fire events in terms of labor income. I have come across formulas to alter the labor income that stays within a county. Are there other considerations that I need to make?

Hello, You will want to split local labor vs imported labor, as it sounds you have data for. If you do not have this, [url=http://www.implan.com/index.php?option=com_content&view=article&id=218&Itemid=1797]you can calculate this[/url] based on out Journey To Work data. This will tell you how much is taken out by the model so that you can add that back into your Labor Income value, since it will be leaked anyways. For fire disasters, you may want to investigate if there are any volunteer firefighters, because in the case of those workers, they don't get paid so there is not Labor Income to consider at all. Depending on the nature of the firefighting and the region, there may be high proportion of professional volunteer firefighters. Please let us know if you have additional questions.
