CAPEX Analysis

Hello, We are trying to estimate CAPEX impact. We were told that R&D expenditures are not included in the CAPEX data released by BEA. Given that most of dollars are wages. How should we treat them. Do we add these expenditures to the plant & equipment dollars or do we just add it to sector 456 "scientific research and development"? Thanks,
