What impacts does IMPLAN show?

There has been an economic impact study done using Implan, which was done for the facilitator of this operation. This of course shows enormous revenue gains for the local area and state of SD. I saw pieces of this in an application for zoning charges. I am assuming from what I have been told that this is not a public document. Since this details economic benefits but appears not to address any harmful costs associated with the project( social, pollution, health), are these matters completely outside the purview of the model? Not having any experience with this model or any other for that matter, I would appreciate it very much if you could clarify this one point for me as soon as possible. thank you very much.

  • IMPLAN shows a picture of the modeled economy in terms of money flows from all consumers to all local producers. It is an accounting framework meaning that all impacts are in terms of production value, income, and employment. There are no quality of life issues addressed by such a framework other than implied (such as earnings per worker).
