Road Construction

In all of our past analyses we've relied on having a road construction sector. Now in the 07 data roads are all clumped in (technical term) with all the other construction sectors. I'm unhappy. Any suggestions how to break out roads again? Maybe make our own production function from 06 data or something? :S
