How Cornell are recorded in NYS SAM 08

I was wondering in what sectors in NYS SAM 2008 Cornell university is recorded. I know there are sectors of private and public universities in IMPLAN. However, since Cornell is both private and public university, I am not sure which sector I should look at to analyze the economic impact of Cornell. I would very much appreciate your clarification. Thank you.

  • Curious, how can it be both a private and public university? (In IMPLAN, private is non-government ownership and public means government ownership.) In any event, to model the university, I would use the private university sector and edit the industry by plugging in: Output = total operational budget including profits (if for-profit). Employee Compensation = total payroll costs Proprietor Income = profit, if owned by self-employed (this would be non-zero for only a for-profit) Other property income = profit, if owned by a corporation (this would be non-zero for only a for-profit) Employment = annual average university employment IBT = mostly property taxes (this would be non-zero for only a for-profit) The resulting private university multipliers could then be used as a proxy for a public university.
