    IMPLAN (input-output models) - can show how the region responds to an initial change. The initial change can be entered as the value of production, expenditures made, or new/lost employment. This change has to be applied to the appropriate industry sector. In your case if you plug in the construction value (budget) of the new convention center into "Construction of new nonresidential structures", the software will show the direct construction employment, and all other local econcomic activity (employment, income, output) of the sectors supporting that construction. To operate the facility, you will need to input the annual budget into convention center operations as will as enter the spending of convention goers (hotels, restaurants, auto rental, etc.) if desired.
