Forestry Sector Comparing 2000 vs 2009 IMPLAN
I completed some work for Oregon Department of Forestry (ODF) 7-8 years ago using IMPLAN 2000 data set. We identified individual IMPLAN sectors as either Primary, Secondary, Support, or not Forest related. I was asked by ODF to update my work using the 2009 IMPLAN data set, which I have done. However, ODF wants to be able to compare the 2009 results with the 2000 results to see what changes have occurred. They noticed that the average wage (Wages + Proprietors’ Income / jobs) has changed substantially (greater than they think it should). Is there something different that is incorporated into the 2009 income data that was not included in 2000? I know we have SIC vs NAICs issues and IMPLAN has reduced the number of industries from 526 to 440. Is there a way to make the 2000 data more comparable to 2009?

Our methodology is alway subject to change over the years. However, the definitions of the data elements have not changed. The biggest change I can think of for forest relates to the 3-digit NAICs (2-digit SIC) data source for proprietors and proprietor income we get from BEA REIS (now REA). Under SIC, logging was part of wood products, so the relative high number of proprietors in logging got spread over all wood products. Under NAICs, logging was removed from manufacturing so that the proprietor problem was greatly minimized. Thank you! I get the SIC vs NAICs differences and timing of data, with that said is it possible to compare the 2000 IMPLAN data with the 2009 data set or do you caution against it? I also assume it's not possible to load 2000 data into the Version 3 IMPLAN software to creat a more comparable data set? -
It is possible to create V3 models with 2000 data but you will have to use econometric RPCs as there is no trade flow data for 2000. Loading it into V3; however, does not change the data and multipliers between V2 and V3 are only slightly different (incorporated the household to household interactions).
