    Well, it depends on the methodology you are using and the data you have. If you are using an Industry Change activity, then that is all you need - as long as you have employment, budget, or payroll, IMPLAN will fill in any missing pieces for you using the industry average relationships (e.g., output per worker) for your study area. However, if this is a government-run airport, you will first want to edit the study area data for the air transportation sector such that

    Output = Annual operations budget
    Employment = employment
    Employee Comp = total payroll costs, including benefits
    Other Property Income = 0
    Proprietor Income = 0
    Indirect Business Taxes = 0

    After making the edits, you will need to reconstruct your multipliers (Options > Construct > Multipliers).
