Appliance/Implan 3 not working

I have Implan 3.0 on a device with 2008 data for Washington State. I recently had my computer replaced. I plug the appliance into my USB port. It clearly receives power, but I cannot see the device on my directory, access the device, nor does it start automatically. I'm stumped.
