If you are only modeling the operations of the university, both the online and on-campus students would be included as they both pay tuition/fees that contribute to the university's annual revenue in the Region. However, if you are also modeling the off campus spending that would not be included in the university's operations, you would need to make additional considerations for online students. It is likely that some of these online students come from outside of the study Region, so you would want to omit them from the student spending portion as their spending would not be impacting the Region.
