  • Hi Michael. IMPLAN does not include sectors for specific property taxes or any other tax revenues. In your case, property taxes are included in Taxes on Production and Imports (TOPI), formerly IBT payment, which include all recipients of real estate property tax - school, city and county and any other taxing districts. Household property tax only include personal property taxes such as on cars, luxury boats and planes. To include property taxes for Kennebec County, Maine, we recommend that you run your scenario and then edit the Direct Taxes section of the State and Local Tax Impact” report. To get to the “Direct Taxes” section of the Tax Report, you can navigate to Scenario Results>Tax Impact>View by>Direct. There you will simply replace the model estimate of “Tax on Production and Imports: Property Tax (TOPI) with your estimate. Since the indirect and induced taxes in the model involve many industries, the average distribution of these taxes as generated by the software would still be appropriate in this case. Now you add the calculated direct tax impacts to the model estimate of indirect and induced taxes to get total State and Local taxes in the study region. We hope this helps.
