Sector number for state park operating budget

Hello, What would be the sector code for state park operating budget? I've been using 432 other state and local government enterprise, but some previous study used 12001, which can not be used in current IMPLAN.What would be your suggestion? Thanks, Tian

  • Hi Tian. In doing a sector search, we believe that Sector 406, Museums, Historical Sites, Zoos, and Parks, would be a better sector to model your impacts than Sector 432. Please take a look at this sector's description and see if you agree. Please let us know if we can be of further help.

  • Hi, The potential problem is that the value we input into IMPLAN is the operating budget (total expenditures)of state parks, rather than the sales of state parks.Part of the budget is appropriation from state or federal budget, the other part is from from seals. Does this still apply to sector 406? Furthermore, we are using sector 406 for visitor other entertainment expenditures. Will it be an issue to use the same sector for two categories? Thanks, Tian

In light of this new information, we agree that 406 would not be best the sector to model your impacts of state parks expenditures, since some of the funding comes from the Federal Government and others. With that said, here is our view on your question. First, to model the Federal portion of your project, you might consider using an Institutional Spending Pattern for these expenditures. In particular, you should use the “Federal Government Operating Budget Expenditures Nondefense” pattern. You can navigating to this spending pattern by Setup Activities>Activity Options>Import>From Another Model>MIG>IMPLAN>Utilities and selecting the 5th spending pattern from the bottom in the list of spending patterns. After you have imported the spending pattern into your model, in the top portion of the spending pattern labeled “Activities” is where you will find the Federal Government Operating Budget Expenditures Nondefense” pattern. Select this pattern to use for the Federal portion of your project. To do, you will need the amount of the total budget that is obtained from Federal sources. Second, for the state portion of your budget, you might want to consider using an Institution Spending Pattern for these expenditures. In particular, you should use the Sector 3406. You can navigating to this spending pattern by Setup Activities>New Activity>Institution Spending Pattern>Enter>Scroll down to Sector 3406> Select>and Enter. To use this spending pattern, you will need the amount of the total budget that is obtained from the state. Third, for the tourist spending portion of your budget, you might want to consider using an Industry Spending Pattern for these expenditures as well. In particular, you should use the Sector 383 (Tourism bureaus). You can navigating to this spending pattern by Setup Activities>Activity Options>Import>Industry>Scroll down to Sector 383> Select>and Enter. To use this spending pattern, you will need the total amount spent by tourists at state parks. Also, please note that Industry Spending Patterns typically do not include labor income expenditures, and therefore the coefficients sum to less than 1.00. To ensure that the full impact of spending in an Industry is captured, you will need to create a Labor Income impact to compliment you Industry Spending pattern. We hope this provides you with another option to consider in modeling your impacts.

  • Hello Tian, The spending pattern equivalent to 12001 is found under that Activity Options>Import> Institutional Spending Pattern State & Local Government Non-Education. When you use this spending pattern the Activity Level should include both the goods and services budget spending and the labor payments as there will be a State & Local Government Non-Education payroll Sector included in the value of the spending pattern. Please note that this spending pattern for State & Local Government Non-Education is an agglomerate of all non-ed spending, so it will be a generalized spending pattern for all non-education spending and will not exactly represent any project type. Sector 432 is a Government Enterprise rather than a Government Institution Sector this Sector runs operations for State owned entities that behave as Industries such as State & Local Government sanitation and utilities and state owned liquor stores. Unlike Government Institutions, Government Enterprises sell their goods and services directly to the public for a price and thereby recover a significant part or all of their operating costs. http://implan.com/index.php?option=com_glossary&id=43&Itemid=12 . Because this is very different from the model for park operations fall under it would likely not be a good fit. Also this Sector is often highly subsidized which can yield issues of interpreting negative Value Added. Please let us know if you have any additional questions.

  • Hi Tian, 504 in the old 509 Sectoring scheme(2001-2006 data) actually corresponded to the current 437. This however, as noted in the Event, is a payroll only Sector and will not generate any Indirect impacts. It is also a Sector that is impacted by the State & Local Government Non-Education spending pattern. So you would not want to use this to model the full scope of operational expenditures.
