Customize RPC
Hello,
I am trying to adjust the RPC for electricity generation and distribution sector for 2010 Sacramento County Model. The default value is 0.38, and I want to change the institutional and industrial RPC to 0.54.
When I enter the new RPC (0.54) through customize option. After I adjusted several sectors, IMPLAN gives me a warning saying "your change will exceed available supply and has been canceled". Could you please let me know if I am still able to adjust the RPC? How can I do it?

Hi Duanyi. The RPC should be between 0 and 1and not exceed a value of one in the model. As of now, we are not sure why this is happening. Just to be sure, did you change the RSC for this sector. If the RSC or Local Use of Local Supply has been modified this could cause the RPC to exceed a value of one and possibly cause demand to exceed supply. In the edit trade flows window - the "Local Use of Local Supply" element cannot exceed either the "Local Net Commodity Supply" element (no more supply exists), nor the "Local Gross Commodity Demand" element (there is no more local demand for that supply). Only use the "industry/Institution RPC" when you are looking at the local purchase of a commodity by a specific industry or institution. This may be what is triggering the model to cancel your changes to Average RPCs. If these are not the source of your problem, then please zip your model and send to us at implangroup@implan.com. Hi Duanyi, If you go to Customize > Trade Flows > "Industry/Institution RPC" tab and select commodity 3031 from the drop-down menu, you will see that Total Intermediate Demand for this commodity in your region is $467,873,800 and your Total Institutional Demand for this commodity in your region is $614,276,500, for a total sum of $1.08 million of local demand for this commodity. Yet your region's total output of this commodity is only $414,368,192 (found by going to Explore > Social Accounts > Balance Sheets tab > View By: Commodity Balance Sheet) - so you cannot set your RPC to 1.00 for all demanders. If you want to set the RPC high for some demanders, you'll need to first set it lower for some of the other demanders. Please let us know if you have any additional questions. -
Hello Thank you for your explanation. I want to customize the Sacramento county model based on the bottom up electricity generation and use data from California Energy Commission. For example, the bottom up electricity generation in Sacramento county is 802 million dollars; use in residential buildings is 666 million dollars; use in non-residential buildings is 809 million dollars. Therefore, the RPC = 802/(666+809)=0.54. Firstly, I change the output of the electricity sector, then I am trying to modify the RPC to 0.54 for all institutional and industrial sectors. Could you please let me know if I can do so in IMPLAN? Thank you! -
Hi Duanyi. This is fairly simple to do. Make sure that you have set your preferences so that you can "customize" the model (File>User Preferences>Analysis and make sure the "Enable Model Customization" box is checked). Then go to Customize>Trade Flows>Industry/Institution RPC and select the Sector 31, electricity power generation, transmission, and distribution, in the dropdown sector list. Then change the RPC for your sector by inserting your chosen value. We hope this helps.
