Sector for Federal Military besides 440
I am trying to model what would happen to a county in my state if the local military base added x number of military jobs. The only sector for military appears to be 440, but that seems to not have the complete picture which would be ideal. Can I create a custom sector, or is there a suitable sector for what I am trying to accomplish? Any help would be very appreciated. Sara Stauner was the wonderful employee who pointed me in this direction by the way.

IMPLAN SupportHi Scott, IMPLAN Sectors 437-440 represent the payroll/value added of these administrative government Sectors. By definition, these Sectors have no intermediate purchases, and thus will not generate indirect effects. s suggested by the names of these of these Sectors, values entered into the Industry Sales fields should only include payroll values. When modeling government programs or budgets, you will need to import the appropriate spending pattern(s), associated to the budget activity. For public military budgets, select Activity Options>Import> Institutional Spending Patterns. https://www.google.com/url?q=https://implan.com/index.php%3Fview%3Ddownload%26alias%3D201-militarybaseclosures%26category_slug%3Dtutorials-case-studies-examples-and-protocols%26option%3Dcom_docman%26Itemid%3D1480&sa=U&ei=V2xYVMPyLsOlNqj8gYAP&ved=0CAUQFjAA&client=internal-uds-cse&usg=AFQjCNGosUSzoQVHM6vXMBfRdN_F0-mosA Thanks!0

I did the steps you told me but I still get an indirect effect of 0. I do get an induced effect of 0.4 for a total multiplier of 1.4.0

IMPLAN SupportHello, This seems to be due to the Activity Level set to 1. When using spending patterns, Activity Level is the total value applied to the pattern. You can double-click on the Activity to edit the Activity Level. Because it's a government spending pattern, the payroll is one of the Event line-items and typically the largest (these spending patterns sum to 1.00) which would be why there was an Induced impact. For further discussion on the type of analysis you are conducting, please see the article The Basics of Analysis By Parts.0

My results were the same as before I added the institution spending pattern. What do I do to determine what the proper activity level is?0

IMPLAN SupportHi Scott, Could I have you please attach a screen capture of your Activity and results. Starting from scratch: 1. If you are using Sectors (437-439) you will only see Induced results, as by definition these are payroll only Sectors and thus they have not Intermediate Expenditures (non-payroll purchases) associated to them. 2. This may be the correct methodology based on how much GSA schedule the base uses in it's functions as described in the military article referenced earlier. 3. If you feel this is not the case, you would want to use the Federal Government Defense spending pattern imported from the Activity Options>Import> Institutional Spending Pattern. Click Edit Activity and change Activity Level to reflect total Industry Sales. You can estimate Industry Sales from your job count by using Sectors 439 (or whatever military Employment Sector is) and using the Industry Sales from that Event as your Activity Level. 4. If you do this, you CANNOT use results from the Event for Sector 439 because this will be double counting the payroll impact which is the majority of the Federal Government Defense spending pattern Thanks!0
