Employee Compensation for Commuters

Hello, I was looking at a situation where a great deal of commuters are coming into an area to work and was looking at this page on your site https://implan.com/index.php?option=com_content&view=article&id=737 and at the bottom it states, "After the scenario has been run, add the difference (EC - newEC) back to your direct EC effect since by definition EC occurs at the site of employment. This way, you correctly account for the in-commuters' direct effect, but you have made sure that they did not generate any further local impact." My question is do I add anything to direct value added in the results? If I decrease the EC, the direct value added falls as well. Or does it not matter since VA is measuring the income to the region and if I decrease EC, that decreases income? Thanks for any help you can give me.
