Hi Rex. Thank you for your post. Since they are government workers they would be government enterprises. Government Enterprises 523 is local government workers (federal would be 520). However, this would be just a subset of the Government Enterprises in that Sector, so for estimating Direct Effects it is just good to keep in mind the Output per Worker that generates the Direct Employment will be based on more than just airport activity. Are you trying to get better Direct specificity for 200-250, or is there something else you are trying to determine and we are misunderstanding? By BLS data we presume you mean QCEW data? If that is the case there are typically a large number of variances between QCEW data and IMPLAN because we captured additional data from other sources. For more information about our Employment data and how it's estimated please see the following link. Thanks!

I think that answers my question. I was trying to determine whether there is some re-allocation of the basic QCEW employment from other sectors (including Local government enterprises) into the "Air Transportation" sector for the County and the zip allocation. And whether this might account for the higher values at the county level? "Air Transportation" should only include airlines with support services included in the general category "Scenic/Sightseeing and Transportation Support". Can you confirm that "Air Transportation" would not include any public sector employees? Many thanks.
