After reading several of the previously posted comments related to modeling the impact of a public university as well as the case study article, I am still a little unsure of the proper methodology to use. From what I've read, it seems that it is appropriate to use the institution spending pattern "State/Local Govt Education" with the commodity sectors "Employment and payroll of local and state govt. education" (3534 and 3532) removed for the operational impacts, and then in a separate activity for modeling the employment impacts, to use the industry change for sector 532 “Employment and payroll of state govt. education.” There are some discrepancies between the various forum posts and the case study that I would like to have clarified to make sure that I am continuing correctly. 1. Should the institution spending pattern be normalized after deleting the payroll commodities or not? 2. Should the level used for the institution spending pattern be the full amount of the university’s budgeted expenses or the difference left after subtracting out the salary/wages/etc. used in the industry change activity? 3. Should the employee compensation in the industry change activity include fringe benefits or only salary/wages/etc.? 4. Is the direct output from the employment impact actually correct (as in the case study) or does it need to be changed (as in the forum post stating that the direct output should be the sum of value added and the budgeted expense)? 5. What is the “budget” being referred to that should be added to the value added? The total budget or the part of the budget not for payroll? 6. Are the direct effects from the operational impacts (from the institution spending pattern) actually the direct effects (like in the case study), or should they be added into the indirect effects (like in the forum post)?
