IMPLAN Sector 11 (Study Area Data)

Good morning, I know methods and sources changed for Sector 11 starting with IMPLAN 2013, but I have found the changes in the Study Area Data from prior years to be significantly different. In particular, the changes in reported income (both EC and PI). With respect to PI, in several cases, the reported data appears at odds with the 2012 Census of Ag data and extremely different. See the attached file that compares income data from IMPLAN (for three years) and Census of Ag. I'm wondering if you have have any insight on these observations especially with respect to PI? (I watched the IMPLAN’s 2013 Agricultural Sector Data webinar and reviewed the "IMPLAN Farm Sector Data Procedures" doc, so I understand the challenges associated with this sector as well as the general point that data should not be compared from year to year.)
