Coal Plant closure
Widows Creek Fossil Plant has been in existence in Jackson County, AL since the 1950s. We are modelling the closure of this plant and when I use the Jackson County data, I do not see any data for Sector 42 (Electric Power Generation -fossil fuel). Should I be using a different sector? Please advise. Thank You!

IMPLAN SupportHello, That's a great question and we had to do a little digging ourselves. The NAICS code certainly does point to Sector 42 in the new Sectoring scheme but cross checking to the CEW data, we found that 2012 was the last year in which the raw CEW data from the BLS had an entry for Jackson County for the NAICS Code for Ownership Code 5 (private). A little additional cross-checking indicates that the Widows Creek Fossil Plant is owned by Tennessee Valley Authority, and TVA is classified as a Self-Financed Government Agency- which is a Government Enterprise Sector in IMPLAN. This then matches with the CEW data starting in 2013 which show raw data for this NAICS Code but for ownership code of 1 (Federal). Thus in the current data, this plant would report to IMPLAN Sector 519. So this is the Sector that you would be working with. Please let us know if you have additional questions. Google is planning on using Widows Creek plant as its Data center. Which sector should I use for this purpose? Google is going re-purpose the plant for this purpose. Thank you,0

IMPLAN SupportHi Brinda! Thank you for your forum post. The appropriate construction sector actually depends on how much re-purposing Google will need to do to create its data center. If Google will need to over haul the plant to create the data center, our recommendation is to use a construction sector- 57. However if it is something that only needs some repair to re-purpose; then you can use the Maintenance and Repair Sector- 62. In addition to any land purchases that may have taken place. Since land purchases are an asset swap, this does not produce any production and can't be modeled in the software. Soft costs are included in any of the construction spending patterns. If you have an operations value, be sure to run this separately from the construction.0
