I’m currently working on estimating the economic impact of a big public university, and I have a couple of questions on how to enter my payroll and budget data. For the Fiscal Year on which we are performing the analysis, I have the following data: • Operational budget with expenditure information by zip code. The budget is grouped in rather large categories (e.g. research, instruction, academic support) that don’t translate well into IMPLAN sectors. • Capital investments with expenditure information by zip code • Loaded payroll with place of living info of employees (therefore, I have a loaded payroll of my three study areas: City, MSA and State) While I have no major issues in entering capital investment data, I have some doubts on budget and payroll. My questions: • For the payroll, should I use the Labor Income Change activity, or should I use the Industry Change activity and create an event under Sector 532 (Employment and Payroll of State Government Education)? • On the budget, should I import a Government Institution Spending Pattern, or should I try to break down the budget into IMPLAN categories?
