Industry Employee Compensation LPP

Hi,

We would like to model an event where the payroll for 469 - Management of Operations is $1M. Additionally, we would like all of that $1M to stay locally (i.e. hire local labor).  How can we set the model to do this?  We understand that the indirect and induced effects may be non-local just due to spending patterns.
