 I will be running an impact analysis on a construction project that includes a town house development. I cannot find "town home" or "town house" in the Construction Sector Descriptions spreadsheet. 

Should town homes be classified as a "single family," "multi-family," or "other residential?"

    You should use multi-family when discussing townhouse construction. This category fits your needs best since it sounds as though you have numbers for the entire townhouse project.
