County and State Economic Impact
I am trying to find the impact of a construction project on both a county (Hays) and the State of Texas. Based on https://support.implan.com/hc/en-us/articles/360040844854-Considering-the-Purpose-of-an-Analysis, I believe that I need to create a region that is made up of all of the counties in Texas minus Hays county. Texas has 254 counties but I understand that there is a limit of 100 counties that can be combined into one region. Thus, I thought I would create three regions of 84, 84, and 85 counties. I would then have Region 1, Region 2, Region 3, and Hays County. I would then place my impact in Hays county, click the MRIO box, and run it. Is this the correct approach?
As a side note, when I tried to create my first region of 80 or so counties, I continually get a "We are having issues connecting to our servers" message. Is this just an unrelated error? Thank you in advance for any guidance you can provide.

The limit for using the Region List is 100. You can manually create the "rest of Texas" region by clicking on each of the other 253 counties in the state of Texas and combining them. This is tedious, however.

Thank you for your response. I tried that but it is not working. There are 254 counties in Texas and I selected all of them except Hays county. This should leave 253 counties, but as you can see in the attached picture, it says that there are 254 counties selected.
When I try and combine these 254 counties, I get the following error:
Not sure where the overlap is as I have only selected counties from the map.
Regarding the Combining Regions article you cited, it states "Note that there is a limit of 200 geographies in Combined Regions." Is this an issue here since I am trying to combine more than 200 counties?

Something odd is going on there. On the right just above the list of counties, it says you have 254 regions selected. Is it possible that you have the state of Texas or 2 of the same county on the list? If there are 254 counties in Texas, you should only see "Selected Regions 253."

I didn't find any duplication, but with 250+ counties, I could have missed it. However, I did come up with a workaround and created five regions of the state with 50ish counties in each. This worked and I ended up with a total of 253 counties.
In hindsight, I should have created a 6th region that consisted of the contiguous surrounding counties. Is it possible to edit an existing combined region? Or do I need to recreate the existing combined region minus the surrounding counties?
