How do I calculate the effect on the economy from someone who moves into a designated region with a disposable income of x dollars? Would I need to break all of it down into industry output by industry (for example: spending 5k a year at restaurants) and do it that way?

We do not have an Event Type to model disposable income in IMPLAN. However, you could use a Household Income Event if you were able estimate those values. Here is a link to a support site article that explains the difference between Income Types and how to calculate Household Income.
Alternatively, you could model the spending by category using individual Industry Events if you knew where those purchases were made or individual Commodity Events if you know the specific item that was purchased.
