See what's in the 2023 release of IMPLAN Europe Subnational Regions: 32 countries, NUTS and ITL regions at three levels, 65 Industries.
WHICH GEOGRAPHIES DOES THE 2023 RELEASE COVER?
The 2023 release of IMPLAN Europe Subnational Regions covers 28 European countries at three regional levels, plus four more countries at the national level only:
- Regional detail (28 countries): all 27 European Union (E.U.) member countries plus the United Kingdom (U.K.).
- National level only (4 countries): Switzerland, Montenegro, Norway, and Serbia.
Regions in the E.U. use the 2024 Nomenclature of territorial units for statistics (NUTS) geographical classification system, while regions in the U.K. use the 2025 International Territorial Level (ITL) geographical classification system. There are three regional levels: Major Regions (NUTS1/ITL1), Sub-Regions (NUTS2/ITL2), and Local Regions (NUTS3/ITL3). The regions are hierarchical: Level 3 regions sum up to form Level 2 regions, Level 2 regions sum up to form Level 1 regions, and Level 1 regions sum up to the national level.
The NUTS system is the official territorial division of the E.U. for regional statistics. The number of regions at each level:
| Level | E.U. regions (NUTS 2024) | U.K. regions (ITL 2025) |
|---|---|---|
| Level 1: Major Regions | 92 | 12 |
| Level 2: Sub-Regions | 244 | 46 |
| Level 3: Local Regions | 1,165 | 182 |
In general, these classification systems follow administrative boundaries and population thresholds, though exceptions are allowed for regions with “specific geographical, socio-economic, historical, cultural, or environmental circumstances” (Eurostat).
IMPLAN Europe Subnational Regions also includes a Global Remainder region, which represents an aggregation of countries not individually covered, and allows users to capture the global impacts from Events taking place in any number of the individual countries or regions.

WHICH INDUSTRIES ARE INCLUDED?
The 2023 release contains 65 Industries and their respective Commodities. The industry scheme includes 64 functional Industries plus one additional Industry, Taxes on Products Net of Subsidies (TOPS), which captures the product taxes that other Industries pay. This is needed because IMPLAN Europe Subnational Regions is valued in Basic Prices, whereas IMPLAN U.S. uses Producer Prices. All monetary values are presented in euros (€), and results can also be shown in British pounds (£).

WHERE DO THE SOURCES COME FROM?
IMPLAN Europe Subnational Regions is built on Eurostat's FIGARO input-output (I-O) tables, which provide the national-level structure for each country. We estimate regional values for the 27 E.U. member countries and the U.K. using regional data from Eurostat and the Office for National Statistics (ONS), and we control regional estimates to national totals. Regional economic data obtained from these sources map to the most current regional geographic boundaries. For details on sources and methods, see IMPLAN Europe Subnational Regions: Sources and Methods.
