I am assessing the impacts at the county level of constructing a large scale electric transmission line. I have estimates of industry spending (sector 52), and the firm estimates that 90 % of the labor needed will come from outside the area due to its specialized nature. Does IMPLAN take that into account in estimating impacts, or do I need to apply a local purchase percentage?

IMPLAN does in fact account for Labor Income earned by "commuters" by deriving a regional specific commuting rate. How that rate is defined is outlined in our support article - How Commuter Employee Compensation is Estimated.
