New jobs versus displaced jobs
We are conducting a fiscal impact analysis of a mixed-use real estate development project, using IMPLAN as our primary tool to calculate impacts. We are seeking to calculate the impact of new office jobs that will be housed within the project.
Does IMPLAN in any way account for the jobs that are merely being moved from one office building to another, versus jobs that are being created? My hunch is that IMPLAN does not do any adjustment for this and considers every job that is inputed as a new job.
Please advise.

Your hunch is correct - IMPLAN cannot tell you how many of the residents of the new structure will be new residents vs. current residents. Perhaps you can get this kind of information from the firm managing the development; otherwise, you could model a range of plausible possibilities for the mix of new residents vs. existing residents based on your knowledge of the study area (i.e., is it growing/thriving?)
